The first inhabitants expanded across the east and south of the continent. The first recorded European contact was in , when Dutch explorer Dirk Hartog landed on the west coast, having been blown off course while en route to Batavia , nowadays called Jakarta. Although many expeditions visited the coast during the next years, there was no lasting attempt at establishment of a permanent settlement until December when an expedition on behalf of the New South Wales colonial government, led by Major Edmund Lockyer ,  landed at King George Sound.
On 21 January Lockyer formally took possession of the western third of the continent of Australia for the British Crown. This was followed by the establishment of the Swan River Colony in , including the site of the present-day capital, Perth. The harsh conditions faced by the settlers resulted in population growth being minimal until the discovery of gold in the s.
Since the gold rush , the population of the state has risen steadily, with substantial growth in the period since World War II. Western Australia gained the right of self-government in , and joined with the five other states to form the Commonwealth of Australia in In the British parliament declined to act since secession would require the assent of the Australian parliament, and the movement lapsed with an improving economy and generous federal grants.
When Australia’s first inhabitants arrived on the northwest coast 40, to 60, years ago the sea levels were much lower. Other possible immigration routes were via islands further north and then through New Guinea. Over the next tens of thousands of years these Indigenous Australians slowly moved southward and eastward across the landmass. The Aborigines were well established throughout Western Australia by the time European ships started accidentally arriving en route to Batavia now Jakarta in the early 17th century.

This sub-category more accurately reflects the nature of these offences, based on advice from legal and operational subject-matter experts. This change is applied retrospectively to all years of data, and does not affect the total number of Sexual Offences. A range of other legislated offences have moved between reporting categories or sub-categories. These improvements stem from a thorough review of offence categorisations and reporting practices, and are informed by legislation, legal definitions, national reporting standards, operational use, and consistency with similar State and Commonwealth offences.
These changes are applied retrospectively to all years of data. The Counting Rule for Sexual Offences defines circumstances in which recorded instances of Sexual Offences are not included in crime statistics — resulting in a minor decrease in the number of reported offences. This Counting Rule aligns WA to national reporting standards and reduces over-reporting such as where the recording of Sexual Offences has included unnecessary duplication.
This Counting Rule is applied retrospectively to all years of data, and is supported by recent improvements to recording practices. The pre-existing Assault Counting Rule has been amended — resulting in a slight increase in the number of reported offences. This change improves the accuracy of reporting offences relating to victimisation over extended periods of time, and better aligns WA to national reporting standards. This amended Counting Rule is applied retrospectively to all years of data, and is supported by recent improvements to recording practices.

An additional special leave application was also filed by a self-represented objector who received a further time extension because of COVID impacts. The WA Government has responded to all special leave applications in accordance with the rules of the Court.
The earliest possible date for a decision in response to all special leave applications is now August If the High Court does not allow the special leave applications this would complete all available legal appeal processes. The Settlement could commence late in providing for the establishment of the Noongar Boodja Trust and the removal of future act obligations in the Settlement area at a later time.
